You will assume leadership of two established programs contracted with California's Department of Health Care Services (DHCS), managing client relationships and overseeing operations, and also pursue new business opportunities. To be a good fit for this opportunity you will have significant management experience in Medicare, Medicaid, and/or commercial healthcare insurance claims, billing and/or collections, including a track record of success in direct client relationship/account management. You also will need solid sales and business development experience and a demonstrated ability to achieve targets on a consistent basis. We're looking for a "people person" with outstanding presentation skills.
Since 1985 HMS has focused exclusively on the healthcare industry; since then we have partnered with more than 45 Medicaid agencies, other state health programs, and more than 50 government-sponsored healthcare plans to help them recover billions of dollars, and save billions more through cost avoidance. What Else You'll Bring to the Table
The ideal candidate will have experience with MediCal/Medicaid, Medicare AND commercial health insurance, such as one might acquire leading a hospital billing function or selling services to healthcare organizations. In addition to the qualifications detailed above, you'll need:
A bachelor's degree; we also will consider candidates with an equivalent combination of education and experience.
Proven client relationship/account management abilities with multi-million dollar accounts.
Demonstrated financial accountability, including developing and managing budgets and managing revenue performance.
Outstanding project management and analytical skills.
Superior attention to detail and strong verbal and written communication skills.
PC literacy and proficiency with MS Word, Excel, and PowerPoint.
The ability to work independently.
The professional polish and demeanor to present before high-level clients.
You also will need to be willing and able to travel 10% to 15% of the time within California, to our operations center in Irving, Texas, and to various regional and corporate events.

You will divide your time between directing the two existing programs and pursing business development activities. The largest part of your time will go toward the programs:
A workers' compensation benefits coordination contract, which includes an Operations Manager who reports to you and supervises a team of ten here in Sacramento.
A health coverage overpayment identification and recovery contract, executed by our shared services team in Irving, TX.
The Operations Manager handles the majority of the day-to-day functions of the worker's comp program, although you will serve as a resource to that team, and your main operational focus will be on managing the client relationship and expectations for the revenue recovery program. With regard to sales and business development, you will pursue strategies to expand our current contracts and win new business at the state and local levels throughout California.
Your specific activities will include:
Assuming responsibility for all aspects of the contracts, including managing engagements and contract budgets.
Serving as the primary client interface with DHCS.
Ensuring a high level of client satisfaction.
Working with corporate operations staff to ensure key client deliverables and revenue goals are met.
Introducing, negotiating, and implementing new projects to expand the scope of the engagement.
Handling financial analysis and budget development.
Developing, creating, and presenting reports and other written communication to the client and internally.
Managing the activities of subcontractors, marketing partners, and lobbyists.
