The Requirements

To be a good fit for this opportunity you will have:

  • Knowledge of Medicaid statues, regulations, policies, claim processing, servicing, audit and reimbursement principles and procedures.
  • Familiarity with Medicaid billing regulations and overpayment detection concepts through claims analysis and review.
  • Advanced interpersonal talents combined with strong verbal and written communication skills.
  • Superior presentation skills with the ability to present to a variety of audiences, including some who might be resistant to the program.
  • The ability to manage expectations, resolve problems, and develop opportunities.
  • Solid analytical skills and the ability to negotiate and use logic and process to address challenges.
  • The skill to work independently and collaborate; project manage and pay attention to detail while multitasking and managing changing priorities.
  • Strong working knowledge of Microsoft Office applications including Word, Excel, PowerPoint and Access, and the ability to learn company databases.
  • The availability to travel 25-50% of the time, sometimes on only a few days' notice.
  • An outstanding work ethic.
Experience with the following is highly preferred, but not required:
  • A bachelor's degree.
  • Supervision and training experience.
  • Familiarity with claims processing or experience working with various Medicaid or Medicare Management Information Systems.

The Role

You will serve as the lead person managing a new state contract. It's a unique hybrid position where you will need the polished presentation skills of a salesperson, but the technical prowess to answer high level questions. Although you won't be directly in sales, through your presentations and client service you will be an integral part of the sales team.

You will report to the Program Director responsible for the State of Illinois, and ensure the successful sales and delivery of our services, directly supporting efforts to identify Medicaid over-payments. This is a high level position and as such you'll develop strong, win-win relationships with stakeholders throughout the state, generating revenue and assuring client satisfaction. You'll regularly speak before high level audiences such as State Representatives, associations of doctors and nurses, and insurance groups, usually in a large conference room style. You will travel 25-50% of the time throughout Illinois and to our Dallas Corporate Office, and work virtually from your home office in Springfield or Chicago. It will be your task to attend key meetings wherever they're scheduled, as well as field questions from providers, state contacts, the operations team, etc., providing excellent customer service and satisfaction.

More specifically you will:
  • Serve as the primary liaison for HMS and the client, political stakeholders, provider and public policy associations, lobbyists, and partners.
  • Interact with HMS executives, support staff, and state constituencies including legislators and governor's staff.
  • Serve as the primary contact to resolve and satisfy all client requests and internal operational issues.
  • Develop and manage budget and revenue expectations for the entire state contract; meet or exceed annual budget and plan goals.
  • Work with the Operations department to ensure key client deliverables and revenue goals are met.
  • Identify sources of revenue through use of sales and marketing.
  • Work with state clients and stakeholders to shape procurements and identify opportunities for value added services.
  • Introduce, negotiate, and implement new projects to expand the scope of engagement.
  • Lead procurement processes and RFP responses.
  • Protect the business by monitoring competitor activity, legislative and regulatory initiatives, and agency concerns and contracts; spearhead competitive and other actions as needed.
  • Research state policy and law.
  • Develop and present reports and other written communication to the client and internal staff.
